West Malaysia "Restricted Travel Document" to East Malaysia (2007 — 2008 — 2012)

INTRODUCTION

Restricted Travel Documents are required by West Malaysian citizens who have no ties to any of the Borneo states of Sabah or Sarawak as these two states were given special privileges to control their own immigration during the formation of Malaysia in 1963.

The special privilege held that these two Borneo states may impose a restriction on West Malaysian citizen's right of entry into their territory, respectively. West Malaysian citizen shall not be entitled to enter an East Malaysian States without having obtained a pass.

This document is not deemed as a passport, although colloquially known as Blue Passport (Pasport Biru) among the people. It allows the holder to stay up to 90 days. Those with Work Permit (or other permit) will also need this document in order to stay beyond permitted 90 days to have the permission officially recorded.

Only Malaysian citizens are eligible to apply for a restricted travel document. Applicant must fill the form Imm. 42 - Pin 1/97 and it costs RM5.00

Because of the document holder's photo is being glued on the document without a lamination, the immigration department has a special requirement regarding photo coating.

IMMIGRATION STAMPINGS & VISAS

Interestingly, on page 8 the immigration officer has mistakenly stamped the document with a square Visit Pass instead of the oval rubber stamp, hence the Visit Pass was voided.

Only for travel into and outward of the state of Sabah or Sarawak. The document will not needed to be counter stamped when the holder is back to the Peninsular.

One situations may arise, for example: travelling from West Malaysia into East Malaysia and outward to another third country.

1. Dokumen ini tidak sah untuk perjalanan ke tempat-tempat di luar Malaysia atau dari tempat-tempat di luar Malaysia. Ia dikeluarkan bagi kemudahan perjalanan pemegangnya dari suatu bahagian daripada Malaysia ke suatu bahagian lain daripadanya.

2. Bagi kebanyakan hal pemegang dokumen ini akan berkehendakkan suatu Permit atau Pas untuk memasuki Negeri Sabah dan Sarawak, melainkan jika ia adalah "orang" Negeri itu.

Untuk menjadi "orang" Negeri itu seseorang mestilah sama ada seorang yang bermastautin tetap (atau seorang yang telah bermastautin tetap dalam tempoh dua tahun yang lalu) atau yang memperolehi kewarganegaraannya oleh sebab perhubungan-perhubungan tertentu dan yang ditetapkan dengan Negeri itu.

3. Walau bagaimanapun, pemegang dokumen ini akan dibenarkan memasuki Semenanjung Malaysia dan akan dibenarkan tinggal dalam Semenanjung Malaysia tanpa had tempohnya.

4. Melainkan dikecualikan, pemegang dokumen ini adalah dikehendaki supaya mematuhi kehendak-kehendak Akta Imigresen 1959/63 berkenaan dengan tempat-tempat masuk yang dibenarkan, penyoalan apabila tiba, dsb.

5. Seseorang anak pemegang dokumen ini yang berumur hingga dua-belas tahun bolehlah dimasukkan dalam dokumen ini.

Ini adalah suatu dokumen yang amat dihargai dan ia tidak boleh diubah dengan apa cara jua pun, dan-juga tidak boleh dibenarkan jatuh ke tangan orang yang tidak diberikuasa.

Jika dokumen ini hilang atau binasa, pemegangnya hendaklah/melaporkan fakta dan keadaan-keadaan kehilangan atau-Pkebinasaan itu kepada Pejabat Imigresen yang berdekatan sekali dalam Malaysia dan membuat suatu laporan kepada Polis tempatan.

Permohonan untuk mendapat suatu gantian bolehlah dibuat kepada Pejabat Imigresen di mana kehilangan atau kebinasaan itu dilaporkan; tetapi gantian bagi sesuatu DOKUMEN PERJALANAN TERHAD yang hilang, akan dibuat hanya selepas siasatan sepenuhnya dijalankan dan, jika kehilangan itu berlaku di luar Negeri di mana dokumen itu dikeluarkan, hanya selepas rujukan kepada Negeri itu.

Dokumen ini tidak boleh dikirimkan dengan pos ke luar Malaysia.

Dokumen ini bolehlah dibaharui di mana-mana Pejabat Imigresen dalam Malaysia.
