BORDER PASS (PAS SEMPADAN) MALAYSIA — THAILAND

These regulations are based on the Malaysia-Thailand Cross-Border Agreement signed on 28 February 2013 that replaces the Traffic Across the Boundary Between the Malay States and Thailand agreement that was signed in Bangkok on 24 June 1940.

These documents are issued to:
  1. Citizens of Malaysia who are resident of the states of Kelantan, Perlis, Kedah and Perak (only residence of Hulu Perak) for not less than three years.
  2. Permanent Residents of Malaysia (citizen of Thailand) and residing in the State of Kelantan, Perlis, Kedah or Perak for more than three (3) years.
According to standing reciprocal agreement, border pass is made valid to travel by land within 25 km from the border, mostly Thai states bordering Malaysia (Satun, Songkhla, Yala and Narathiwat).

Children who are below the age of 15 years are not allowed to apply for border pass individually. They can be included in their father's or mother's border pass. The validity of the border pass is six months from date of issue and can be used for multiple journeys.

Before 2014, a paper format was issued and only valid for 6 months.

In 2014, a changes was made to allow entry into five provinces, Satun, Songkhla, Yala, Narathiwat and Pattani Provinces without 25 km distance limitation. The validity was also increased to one year. A new booklet format was introduced where biodata page was printed onto a sticker and later affixed to the page 2 in the booklet.

With new booklet, the fee remains at RM10.00

Expired documents cannot be renewed.

TRAVEL

The use of this pass will require a stamping at all border points and a completed journey must have all four immigration stamps. Without one stamping, entry and return may be causing delay. Without entry stamping into Thailand may cause illegal entry and withour departed stamping may be accused as overstayer during the next trip.

1. Exit stamp from Malaysia.
2. Entry stamp into Thailand with Arrival card filled.
3. Departure stamp from Thailand after surrendering Departure card.
4. Entry stamp into Malaysia.

Each document is valid for one year and each visit allows to stay up to 30 days, but working is not permitted.

OVERSTAYING IN THAILAND

Overstayer will be fined 500 baht per day and a maximum of 20,000 baht.

15 year-old and over a. One copy of applicant’s photo
b. Identification Card
c. Permanent Resident Identification Card (Only for Permanent Resident of Thai Origin)
d. Birth Certificate for applicant who is between 15 and 17-year-old.
Under 15 year-old a. One copy of applicant’s photo
b. Birth Certificate
c. Identification Card
d. Identification Card of either parent's or legal guardian.
Application to include wife's information and/or children. a. One copy of applicant’s photo
b. Identification Card
c. Wife's Identification Card
d. Wedding registration / certificate.
e. Child's birth certificate (for a child 15 and below)  and/or identification card.

The minor's age was increased from 12 to 15 in 2014.

Is person has not been declared bankrupt and must present documentary evidence to show that applicant resides in either of the border states. The simplest evidence is the Identitication Card which states the address of the holder.

Identification Card could either be MyKad, Army Identification Card, Police Identification Card or Temporary Certificate (JPN.KPPK 09 or 11).

Photo must meet standards set for ICAO biometric passport.



Form Imm 92 must be filled and can only be submitted at all Immigration Department offices of the bordering state or at the immigration office at the border post.
